Change USE_CLANG_PLATFORM_BUILD default to true.

Browse Source 
When USE_CLANG_PLATFORM_BUILD is not set, default will be clang/llvm.
USE_CLANG_PLATFORM_BUILD=false can be used to select gcc as default.
