This relands commit 35839ec1a3 and also
includes `PRODUCT_NO_BIONIC_PAGE_SIZE_MACRO` override for several
targets. The latter is required in order to fix failing tests due to
mismatch in the `VSR_VENDOR_API_LEVEL` value between test and device
targets.

So that we don't need to specify it in individual mainline modules
products, which becomes more important after the internal ones only
inherit from the common aosp product as opposed to the arch-specific
ones.
