update ota_from_target_files to handle mounting/unmounting for backupscript
backupscript should not be mounting/unmounting itself as it makes other
scripts have unexpected results (such as modelid_cfg, which expects /system
to be mounted)
instead have the ota script handle the mounting/unmounting

build: Disable backuptool on user instead of GMS builds
* Backuptool is not exclusively used for GApps but
also used by other things (i.e. Magisk), hence
it shouldn't be disabled on all GMS builds.

* Before this commit, the generated `dynamic_partitions_op_list` in
FullOTA packages always tries to remove all partitions and recreate
them upon flashing. This makes it impossible to have a system-only
"FullOTA" because vendor partition(s) are always removed.
* This commit detects if a build is vendor-less and disables every
dynamic partition operation except `resize`, in order to keep the
original content around after the flash. The change should not affect
non-dynamic-partition or builds with vendor image included.

imgdiff assumes that libz produces identical output across different
platforms, which is sometimes not the case. This causes incremental OTA
on non-AB targets to fail ocassionally. For stability, disable imgdiff.

After aosp/2201756 , caller must explicitly pass signing key as a
parameter to FinalizeMetadata . We forgot to update non_ab.py ,
therefore causing non-AB OTAs to be unsigned.

In the old days, we hacked values of ZIP64LIMIT to get around size
limitations of non-zip64 supported zip files. Now that we switched to
python3 + zip64, there's no point in keeping those hacks.

We are removing VB related functionalities from release tools. This
change removes the hashtreeinfo and generator in verity_utils.py. It

Background in http://go/android-partial-updates. For partial update
(e.g. system-only) or devices with mixed build, the current
fingerprint & device name no longer suffice as the precondition to
install the package.
Therefore, we need to additionally include the per-partition build
props into the ota metadata. We also define a protobuf for the metadata
so it can be extended later. The metadata of the legacy format is also
kept for backward compatibility.
