compatibility.mk is included 33 times on aosp, and 47 times on
internal master. Each of these would run this shell command, and
there would be an entry in the kati stamp file for each time it was
run, causing this command to be run the 33/47 times every single build.
This took ~0.2 seconds, which can be saved by only running it once.
(However these ~0.2 seconds are parallelized with other parts of the
stamp checking)

Enable the new soong_zip feature to general-tests.zip,
host-unit-tests.zip, android-cts.zip, android-mts.zip etc. This is a
following change of https://r.android.com/2395452. With `-sha256` flag,
file header of generated zip files contains SHA256 checksum for each
file, which can then be used by downstream systems.

Without this, we can end up packaging log files from previous CTS runs in
the zip file. If the names of those log files contain whitespace characters,
it can result in a build failure.

Tradefed depends on Loganalysis so it should also be part
of cts. Luckily there was no overlap (cts never called a
part of TF that use loganalysis) so it never failed
with classNotFound before.

This also makes the resulting zip files more repeatable -- the file list
is sorted and the entries have static timestamps.
On my machine, this saves ~30 seconds for android-cts.zip, it now takes
less than a second.

Enable client-side dynamic config code to access the suite-level dynamic
config files by placing them in the testcases directory. Also update
cts_v2.mk to define the location of its corresponding dynamic config file.
