5f38f9be22 Tell soong that it is embedded in a make build 
So that it can munge its ninja targets to not conflict with make.

3ebb2f7326 Combine soong builds into make builds 
Bootstrap soong if necessary, and wrap the kati and soong ninja files
into a single ninja file.
