Framework currently hardcodes the paths to flags protos, with
this change it will be able to reuse the globally defined ones
and also gets access to all APEX flags

In some build targets/combinations aconfig_flags.pb
may not be generated.
For example in GSI only system/aconfig_flags.pb exists
and system-only updates won't have vendor/aconfig_flags.pb.

aconfig_device_paths uses `include_str!` to include a text file
containing comma-separated strings with each partition aconfig file.
The lib does not handle the escaped newlines and quotation marks.
Adds proper handling.

Create one library for reading protos from all containers, instead of
having numerous libraries perform the same logic. For Java, we will
create a similar library reusing the same
partition_aconfig_flags_paths.txt.
