also update some logic with next/prev links to make navigation prev
possible while in design docs (or others that allow cross-boundary nav)
and simply remove the 'next' link in the footer when at the end of a set.

instead of using separate <span> elements for each language,
provide a unique attribute in each <a> element for each localized
version of that link's title.

Add a custom version of docpage.cs to the droiddoc template, because
it adds a good deal of custom design and behavior (instead of updating
the doclava version of the file). Add CSS for next/previous links in
android u lessons and revise style for download button.
