Additionally package ld.config.txt, llndk.libraries.txt,
vndksp.libraries.txt, vndkcore.libraries.txt,
vndkprivate.libraries.txt.

Also defer packaging TARGET_2ND_ARCH build outputs.

Test: m -j vndk dist
