Colin Cross 485c9cd400 Move hiddenapi singleton rules to Soong 
Hiddenapi rules are now in build/soong/java/hiddenapi_singleton.go.
This effectively requires any module in PRODUCT_BOOT_JARS to be
defined in Soong.
