Yi-Yo Chiang 70b69de18a Add ro.force.debuggable=0 to ADDITIONAL_SYSTEM_PROPERTIES 
This should only be set to '1' by flashing debug boot image,
so default to '0' in system/build.prop.

Bug: 223517900
Test: Boot with and without debug boot image and check value of property
