Update comments for (vendor|product)_available
As we replaced '(vendor|product)_available: false' with 'vndk.private: true', update the soong comments with it. Bug: 175768895 Test: na Change-Id: Iaa08d0caf2995d2327443e156abe8448c4e500c5
