Consolidate baseContext, BaseContext, and BaseModuleContext
blueprint.BaseModuleContext is the set of methods available to all module-specific calls (GenerateBuildActions or mutators). The android package split the same functionality across baseContext (nee androidBaseContext), BaseModuleContext, and BaseContext. Consolidate all of them into android.BaseModuleContext.
