Apply pylint to scripts/hiddenapi/verify_overlaps*
1. Run pyformat scripts/hiddenapi/verify_overlaps.py -s 4 --force_quote_type none -i to fix formatting. Some double quotes change to single quotes since pyformat enforces consistent quotes 2.
