Export static libraries.

Browse Source 
Export static libraries through LOCAL_STATIC_LIBRARIES and
LOCAL_WHOLE_STATIC_LIBRARIES. This enables dependency-based NOTICE file
generation. Also, add a notice property in the libwinpthread module.
