Merge changes Ibd19d9a5,Icfc42ad7,Ieafdcceb

* changes:
  Fix musl clang triple
  Add musl_<arch> and glibc_<arch> properties
  Add libc_musl as a dependency of RuleBuilderCommand.BuiltTool
