Respect Clang version override env vars.

Browse Source 
Bazel fails to respect the environment variables $LLVM_PREBUILTS_VERSION
and $LLVM_RELEASE_VERSION, which are commonly used by LLVM developers
to build using a custom compiler. Fix it.
