Pass pctx and ctx to NewRuleBuilder

Browse Source 
Enable the RuleBuilder and RuleBuilderCommand methods to access
the BuilderContext by passing it to NewRuleBuilder instead of
RuleBuilder.Build.

Test: genrule_test.go
