Consider this dependency graph:
A --> B --> C
And let's assume that B is built into A (e.g. static_libs), while B -->
C is a runtime dependency (e.g. required).
We want to install C (but not B of course) when A gets installed.
However, before this change, it was not supported because the dependency
A -> B was not tracked in computeInstallDeps. One had to explicitly add
a A -> C dependency.
This change fixes the problem by introducing the new interface
SkipToTransitiveDepsTag. computeInstallDeps uses it to decide whether to
take all install files and packaging specs or only those from transitive
dependencies. In the above example, if the dependency A --> B implements
the new interface and returns true, B's transitive dependencies (i.e. C)
are added into A's transitive dependencies. B's outputs are not added.

This effectively undoes both If6c3ee82d588e2742c85cef7244c090c93f38b8e
and I682e4f1f477f3024f7719dfaa67006ef335e0640. SDK variants are now
installed again, which will fix unbundled builds of cc_test modules.
The platform variants used by com.android.virt are now packagable
even though they are not installable.
Fix the original problem in b/194403710 by adding a flag to platform
variants of modules in apexes that are not platform available, and
using that to prevent install and packaging dependencies. That
allows the HideFromMake flag to go back to being used for preventing
install dependencies but not packaging dependencies.

Relands Ic22603a5c0718b5a21686672a7471f952b4d1017 with a minor
change to track libc++ dependencies for python hosts and after
a fix to an internal genrule that depended on transitively
installed java libraries (ag/13068670).
Soong currently assumes that installed files should depend on
installed files of all transitive dependencies, which results
in extra installed file dependencies through genrules, static
libs, etc.
Annotate dependency tags for dependencies for which the
installed files are necessary such as shared libraries
and JNI libraries.
This avoids extra installed files, and is also a first step
towards genrules using their own copy of tools instead of
the installed copy.
