Enforce min_sdk_version for every payload dependency of updatable
APEX/APKs.
android.CheckMinSdkVersion() calls ApexModule.ShouldSupportSdkVersion
for every transitive dependency from APEX/APK modules to see if it
meets the min_sdk_version requirements.
The common implementation for apex/android_app is provided in
android/apex.go.

Previously, when there is apex_set that is overriding another module,
the entry for the overridden module is removed from apexkeys.txt.
However, this is wrong because the existence of the apex_set module
doesn't necessary mean that the module is insatalled instead of the
overridden module. That is determined by PRODUCT_PACKAGES which Soong
has no knowledge of. Therefore, we don't delete the entry for the
overridden (actually possibly overridable) modules in the file.

If a java_sdk_library_import has a corresponding java_sdk_library then
make the java_sdk_library_import export both the xml and impl modules
created by the java_sdk_library.
Makes java_sdk_library_import consistent with java_sdk_library by
providing libraries within the same APEX access to the implementation
library instead of the stubs.

While libz has stubs for other mainline modules, it doesn't provide
stubs when it is used as a VNDK lib.
In general, VNDK libs are only for vendor modules. So, we skip them even
if they have stubs.

apex_sets is a new module type that can be used to deliver pre-signed
APEXes, which previously could be done only via prebuilt_apex.
Soon gnow understands apex_sets module types and emits the signing info
of the modules to apexkeys.txt

Ida6f7bb784efe74cc1fa0e8d370eaee803f08b0f made it possible to add
dex_import modules into apex, but that change had a bug. When creating
Android.mk for the dex_import module, the code executed an unchecked
type assertion to convert java.DexImport to java.Dependency, which
cannot be successful. This change fixes the bug by doing a checked type
assertion instead.

Access to the implementation JARs is restricted to avoid code from
depending on implementation details that could change from one release
to the next which could cause compatibility issues. That is not a
problem when referenced from within the APEX that contains the
java_sdk_library.
As references from within the same APEX often need to access
implementation specific details of the java_sdk_library and doing that
from within the same APEX is safe this change all references to a
java_sdk_library made within the same APEX to use the implementation
jars instead of stub jars.

A lib providing stable C APIs should be available only to the APEX
containing the library. It shouldn't be available to other APEXes,
especially via static linking.
This change also fixes a bug that llndkImplDep (the dependency from
llndk stub to its implementation library) was recognized as being in the
same APEX.

A follow up change will add a mechanism for a module to register a hook
that is called after any defaults have been applied. That is intended
for use by modules like java_sdk_library that create child modules that
are dependent upon properties that could be supplied by defaults.
Creating those child modules after prebuilts mutators are run will
cause problems if those child modules clash with prebuilts modules.
Moving the prebuilts mutators after the defaults mutators will fix
that.
Tests are currently being run with the mutators in different orders so
this change also cleans that up so they are consistent with the actual
code that is being run.

The first component is the apex name, or a special name "platform"
if the boot jar is a platform jar rather than a part of some apex.
This is a prerequisite change for moving core-icu4j to a separate
com.android.i18n apex.
Old one-column format is still supported, but all unqualified
components of PRODUCT_BOOT_JARS get "platform:" prepended to them
after reading the product makefiles.

This change adds 'test_for' property to cc_test_* types. The property is
used to mark a module as a test for one or more APEXes, in which case
the module has accecss to the private part of the listed APEXes. For
example, the module is linked with the actrual shared library in the
APEX instead of the stub of the shared library.

A module is marked unavailable for platform when 1) it does not have
"//apex_available:platform" in its apex_available property, or 2)
it depends on another module that is unavailable for platform.
In that case, LOCAL_NOT_AVAILABLE_FOR_PLATFORM is set to true for the
module in the Make world. Later, that flag is used to ensure that there
is no module with the flag is installed to the device.
The reason why this isn't entirely done in Soong is because Soong
doesn't know if a module will be installed to the device or not. To
explain this, let's have an example.

Here, libbar is not available for platform, but is used by libfoo which
is available for platform (apex_available defaults to
"//apex_available:platform"). libfoo is again depended on by mytest
which again is available for platform. The use of libbar should be
allowed in the context of test; we don't want to make libbar available
to platform just for the dependency from test because it will allow
non-test uses of the library as well.
Soong by itself can't tell whether libfoo and libbar are used only in the
context of a test. There could be another module depending them, e.g.,
cc_library_shared { name: "mylib", static_libs: ["libfoo"] }
can exist and it might be installed to the device, in which case
we really should trigger an error.
Since Make has the knowledge of what's installed and what's not,
the check should be done there.
