323dc60712 Make lots of tests run in parallel 
Putting t.Parallel() in each test makes them run in parallel.
Additional t.Parallel() could be added to each subtest, although
that requires making a local copy of the loop variable for
table driven tests.

Test: m checkbuild

9a90fe5e23 Allow remote execution of link actions. 
This CL adds a remoteexec package that allows adding a configurable RBE
prefix to the template.

Test: built aosp crosshatch userdebug with and without RBE_CXX_LINKS.
