2f9a7c8ab0 Make test_options.timeout an int64 
I forgot we supported integer properties, use an integer instead
of a string for test_options.timeout.

Test: m checkbuild

0ef0816727 Support robolectric_test 
robolectric_test will compile a suite of tests that run in
robolectric.  For now it also generates a Run* rule, later
that will be removed in favor of atest.
