To move the otacerts module from make to soong, define a new module
type otacerts_zip module. This module collects key files from
PRODUCT_DEFAULT_DEV_CERTIFICATE and PRODUCT_EXTRA_OTA_KEYS
(PRODUCT_EXTRA_RECOVERY_KEYS for recovery) to install the zipped file
in etc.
otacerts_zip module is available to recovery to install the
otacerts.zip file in the recovery partition.

Existing snapshot code will no longer work from VNDK deprecation, but it
can give confusion to users if we keep code for the snapshot - and it
adds complexity on existing code while it is not in use. This change
removes all snapshot definition except host snapshot and its usage.

It requires new module type to generate 'prebuilt_etc' modules in the
snapshot, because of name conflict with existing modules. This change
defines new module type 'snapshot_etc' as prebuilt of 'prebuilt_etc', so
it can replace original module on certain conditions.

Make prebuilt_etc module available for the snapshot. This change
includes implementing snapshot interface for the prebuilt_etc module so
it can be added to the snapshot from the fake snapshot, or when the
module is specified in the list.
