Previously, I had changed some loadhook-appended property structs
to use selects instead of the "target" property struct. This seems
to not be exactly equivalent because "target" properties are merged
with the regular properties later, at the time the arch mutator runs.
With this reapplication, leave those target property structs alone
to avoid breakages, but I'll have to look into what the issue is
with them later.
This reverts commit ed5276f082.

As part of aosp/3022586 where we added the idea of "test-only" modules
and top_level_test_targets, this CL implements that for java modules.
We let users set "test-only" on java_library, but not on other modules
where the module kind is implicitly test-only, like java_test.
The implementation, not the user decides it is test-only.
We also exclude it from java_defaults.

Prevent collisions between host and host cross fuzz packaging when
both are supported as fuzz targets by using a different value for
hostOrTargetString.

Shared libraries in fuzz zip files may have a different filename than
their source file, for example when the source file is a prebuilt in
the source tree. Propagate the computed library name through
FilesToZip to soong_zip to use the correct name in the zip file.

Normally the host cross OS is windows, which only builds a few opted-in
modules. When the host cross OS is set to linux_musl it builds all
modules that haven't explicitly opted out, producing linux_musl_common
variants of java modules. Filter these out of javaFuzzPackager to
avoid conflicts with the linux_glibc_common modules.
Host cross common variants targets were missing the HostCross flag,
so also set it in getCommonTargets.

This change adds a new module to soong to be able to build Java fuzz
targets be able to run using Jazzer. Jazzer is an open source fuzzing engine
supported by OSS-Fuzz.
