2f59ec98d1 Include bpf program in APEXes 
bpf program is put to an APEX via 'bpfs' property. It is
placed under etc/bpf directory in it.

4b79e98a6e Soong package structure refactoring 
Give prebuilt_etc and sh_binary their own packages and split the
gigantic main Android.bp up to small, per-package ones.
