This change introduces a method to detect violating inter-container
dependencies between modules. The method is run in
`ModuleBase.GenerateBuildActions`, after the container info provider is
set. Given that the provider of the direct dependencies would have been
set at this time, the method utilizes this information to determine
the violations, which are introduced in https://r.android.com/3141104.
Note that this enforcement does not turn all inter-container
dependencies as errors. Instead, it will only turn dependencies that
matches the pre-defined violations into errors. Even if the dependency
matches the violation, an error will not be thrown if the dependency
satisfies any of the exception functions (e.g. the dependent module is
stubs, or the two modules belong to the same apexes).

This change allows from-text stubs to be generated for all
java_sdk_library modules, unlike how it is currently limited to the
modules that contribute to the api surfaces (i.e. the SDK).
This change accomplish this by modifying the dependency of the
from-text stubs generation, so that the sdk_library generated from-text
stubs generating java_api_library modules no longer depend on the full
api surface stubs, but generate the stubs in the module level, and
combined later to generate the full api surface stubs.
This change also removes the java_api_library modules defined in
core-libraries/Android.bp, which are passed to generate the system
modules. Given that the from-text vs from-source toggle is done within
the java_sdk_library stubs level, these modules no longer need to exist.
Implementation details:
- Allow sdk_version to be specified in java_api_library modules. For
java_sdk_library-generated java_api_library modules, they inherit that
of the sdk_library module. Some java_sdk_library modules that do not
contribute to the api surface are allowed to set sdk_version to
something other than "none" or "core".
- Implement java_api_library to implement `SdkContext`. This allows
java_api_library to collect required deps from sdk_version (classpath,
bootclasspath, system modules), and pass the collected jars when
generating the stubs srcjar in metalava and compiling the stubs srcjar
in javac.
- Remove hardcoded list of sdk_library modules that are allowed to
genereate stubs from the api signature files, and allow from-text
stubs generation by default. Modules that are not able to generate
stubs from the api signature files are specified by setting the newly
introduced `Build_from_text_stubs` property to `false`.

This change adds support to generate non-"everything" (i.e. "runtime"
and "exportable") stubs in java_api_library, which generates the stubs
from the api signature files.
Unlike droidstubs module that generates "everything", "exportable" and
"runtime" stubs in a single module, java_api_library generates a single
set of stubs per module, which is set by the default-"everything"
property `stubs_type`. This is because java_api_library is responsible
for both generation and the compilation of the stubs srcjar, and
compilation of the stubs srcjar are done in separate java_library
modules for from-source stubs.
Utilization of this feature will be done in a follow up change that
generates the "exportable" java_api_library modules in java_sdk_library.

This change modifies the dependencies of the hiddenapi to always depend
on the exportable stubs, instead of the currently utilized everything
stubs.
To support this, the full api surface exportable stubs are defined in a
separate change at the `frameworks/base` project. Note that the full api
surface exportable stubs are only used for the hiddenapi purpose, and
`sdk_version` continues to utilize the currently existing everything
stubs.
Currently, this feature is hidden behind the build flag
"RELEASE_HIDDEN_API_EXPORTABLE_STUBS". This feature will be fully
enabled once metalava fully supports handling of the flagged apis.

The modules defined in TxtStubLibraries.bp are currently not in the
critical path of the from-text stub build, because the from-text vs
from-source switching is encapsulated within the stub library modules.
Therefore, remove the modules altogether.

Currently, there is no build action ensuring that the API text files are
up to date, unless a user runs `m checkapi` or `m update-api`. This
means that the user must run `m update-api` after making a change that
modifies api surface(s), so that the API text file reflects the local
change. This adds additional layer of action to developers, and it is
not guaranteed that the developer will always run `m update-api` after
making an api surface-affecting changes.
To prevent such mistake, this change adds droidstub-level api check as
validation for from-text stub generation. With this change, the build
will fail if the API text file is not up to date and the user must run
`m update-api` when making api surface-affecting local changes.
The validation is done by adding all droidstubs modules associated with
the java_api_contributions passed to java_api_library via
`api_contributions` as dependency and setting the current api timestamp
files as the validations for the from-text stubs generating build rule.
The full api surface libraries will not run the validations to avoid
circular dependency. However, all java_sdk_library generated
java_api_library modules will run validations, mapped to the droidstubs
in the same api domaion.
If the user sets the environment variable `DISABLE_STUB_VALIDATION=true`, validation
actions are not run. Validation actions run by default.

Create a parallel set of java_system_modules provided by the SDK. This
parallel set will build using stubs of core libraries generated from
.txt files. Since stub generation from .txt is not available at ToT yet,
these modules have been marked "enabled: false". decodeSdkDep will be
updated to use these systemModules behind a flag.
(Will create java_system_modules for core_platform in a future CL)
