min_sdk_version signifies device version and does not need an sdkKind to
describe it fully. Update the type and cleanup existing usages. As a
side benefit, we also get better error handling since users can no
longer enter something like `public_30` as a valid min_sdk_version in bp
files

These functions already exist on SdkSpec(kind+level) and are used for
computing the effective version for vendor modules compiling against
current or system_current which depends on the sdkKind
Create these functions for ApiLevel to support migrating MinSdkVersion
from SdkSpec to ApiLevel. Since the "api level" of vendor modules depend
on the sdk_kind as well, these functions will continue to exist on
SdkSpec.

This creates a new API surface for the APIs provided by ART to compile
other API domains (e.g. this contains LambdaMetaFactory). The scope of
this API surface is restricted to compile-time. Unlike the other API
surfaces (e.g. public) whose APIs will exist on device in the form of
implementation libraries, these classes are not guaranteed to exist on
device.
This also updates the naming convention map used in Multi-tree API

- The converter runs for api_bp2build, not bp2build workspace
- Since droidstubs is an internal module created by java_sdk_library,
the conversion encompasses the latter as well
- Since droidstubs do not have an api_surface attribute, this conversion
uses naming convention to infer the api_surface represented by the api
file e.g. *stubs.source -> publicapi, *stubs.source.system -> systemapi)
- Also adds an SdkIntraCore enum to represent the API surface provided
by one core module to another
There is also ongoing work to check in java_api_contribution modules in
Soong. Once we have that, we can update this converter to operate on
that module type instead

If max_sdk_version is included in Android.bp that value will now be
propagated to manifest_fixer.py. This value will then be used to
override any maxSdkVersion attribute set on permission or
uses-permission tags in the android manifest if maxSdkVersion="-1".

Previously, the tests only covered checking the sdk dependencies added
when using a prebuilt current (public) and system SDKs, i.e. with
sdk_version set to "current_30" or "system_30". This change adds tests
to cover other APIs, e.g. "test_30", "module_30" and
"system_server_30". It adds tests for "module" and "system-server" up
to API level 32 as following changes will give them different behavior
as API levels less than or equal to 31 do not have a separate
core-for-system-modules.jar file for the module-lib API.

If sdk_version is set to "", it means the module is built with the
in-development version of the platform APIs. "core_platform" means the
in-development version of the core Java APIs. In both cases, the API
level (i.e. which version to use) is the in-development version.

Previously, SdkSpec was constructed only from the user string. It didn't
make use of the Config struct where information about the latest stable
SDK version, etc. is recorded. As a result, the build system couldn't
check if the sdk version "current" is referring to the in-development
(i.e. not-yet-frozen) SDK version or the latest stable version.
"current" was always assumed to be in-development (IsPreview() returns
true) even when Platform_sdk_final == true.
As the first step for fixing that, this change requires
android.EarlyModuleContext to be passed when constructing SdkSpec from
the user string.
In the following changes, "current" will be mapped to either
FutureApiLevel (10000) or one of the FinalApiLevels() depending on
whether the platform SDK was finalized or not.
