Some codes assume that the first arch is the primary arch. But ndk/aml
arch order have been [arm, arm64, x86, x86_64]. This fixes the order to
workaround possible breakage while building ndk.

This is so that its implementation is more amenable to implementing
`target: { android_arm: { ... } }` and the like.
In addition, add a Boolean return value to getChildPropertyStruct() and
use it at every call site so that we only merge property structs when it
makes sense.

This combines properties among "multilib" and "arch" stanzas in selects
generated by bp2build.
With this fix, libc_gdtoa may be removed from the denylist.
This change also refactors a portion of arch.go, specifically bp2build's
arch mutator, adding a number of comments along the way, to hopefully
make this code clearer for future readers.

This CL is pretty large, so I recommend starting with reading the newly
added tests for the expected behavior.
This change works in conjunction with the linked CLs in the Gerrit topic.
Those CLs add support for new platform() definitions for OS targets
specified in Soong's arch.go, which are configurable through
Android.bp's `target {}` property. It works similary to previous CLs
adding support for the `arch {}` property.
These configurable props are keyed by the OS: android, linux_bionic,
windows, and so on. They map to `select` statements in label list
attributes, which this CL enables for cc_library_headers' header_libs
and export_header_lib_headers props.

This CL adds a basic framework to support configurable string_list
attributes, selecting on the Arch variant (x86, x86_64, arm, arm64).
It offers fine-grained controls to map individual configurable
properties (arch_variant) to configurable Bazel attributes, starting
with the string_list type for the copts property for cc_object.
This design is primarily motivated to have minimal boilerplate in
bp2build mutators, allowing anyone to opt-in configurable attributes,
and modify intermediate states before passing them on into the
CreateBazelTargetModule instantiator.

NDK has 4 ABIs, i.e. x86, x86_64, armv7-a, armv8-a, but cintltst
can only compiled into single ABI, or otherwise, the java_test_host
CtsIcu4cTestCases can't include cintltst in the "data" property
because the "data" property can only include dependecies with
a single variant/ABI.
CtsIcu4cTestCases needs to use "data" property instead of
"host_required" dependency because "host_required" relationship
does not work for streaming the "general_tests" in the post-submit

This change adds a new arch named "armv8-a-branchprot". The new target
is no different from the usual "armv8-a" variant except it has the
compiler flag "-mbranch-protection=standard" set.
With this flag compiler emits Armv8.3-A Pointer Authentication and
Armv8.5-A Branch Target Identification instructions. All of these
instructions are in the hint space; therefore devices which do not
support any of these extensions would execute them as NOPs.
In terms of directory structure there is no change in the output of
build/soong/scripts/build-ndk-prebuilts.sh script.

Windows prefer32 was implemented in cc, which caused a mismatch
between cc and other packages like python. This manifested as
missing variant when a python_test_host with compile_multilib: "first"
tried to depend on a cc_binary_host, which implicitly has multilib
"first".

No current use cases for soong.config and user-editable local
configuration options for Soong, so let's remove it to reduce the API
surface.
The MegaDevice configuration is used for building every module, for
every cpu variant, for every architecture, but it apparently isn't
used for a while now.

change to track libc++ dependencies for python hosts and after
a fix to an internal genrule that depended on transitively
installed java libraries (ag/13068670).
Soong currently assumes that installed files should depend on
installed files of all transitive dependencies, which results
in extra installed file dependencies through genrules, static
libs, etc.
Annotate dependency tags for dependencies for which the
installed files are necessary such as shared libraries
and JNI libraries.
This avoids extra installed files, and is also a first step
towards genrules using their own copy of tools instead of
the installed copy.

The documentation java_genrule_host states that it creates a single
variant, which would make it work with the single variant fallback
in AddDependency used by the data property, but it actually has a host
and a host-cross windows variant. Modify osMutator to take the
OS-specific enabled properties into account to skip creating variants
that will immediately be disabled so there is a single variant.

Add vendor_ramdisk_available and vendor_ramdisk attribute to
various rules. When a vendor_ramdisk variant of a module is
generated, it is installed to $OUT/vendor-ramdisk.
It is similar to a ramdisk image.

ctx.PrimaryModule() is wrong in the case of a java_binary that
supports both host and device, use an explicit dependency instead.
Once the dependency exists there is no need to manually request
the jar be installed, it will automatically be installed by the
host installation rules for dependencies.

linux_bionic_arm64 is the new host target using Bionic as libc. This
change adds a new Soong config Host_bionic_arm64 that enables the
target.
This change also amends firstTarget() function to handle the case when
the available targets for an OS have different arch families. In that
case, first target is selected for each of the arch family. This is
needed in the (rare) care when both linux_bionic_x86_64 and
linux_bionic_arm64 targets are enabled.

A host target is considered as being cross-compiled when the target
can't run natively on the build machine. For example, linux_glibc/x86_64
is a non-cross target on a standard x86/Linux machine, but is a cross
host on Mac. Previously, whether cross or not was a static attribute of
an OsType. For example, Windows was always considered as cross host,
while linux_bionic was not. This becomes a problem when we support more
host targets like linux_bionic/arm64 which should be cross-host on
standard x86/Linux machines.
This change removes HostCross from the OsClass type and instead adds a
property HostCross to the Target type. When a target is being added, it
is initialized to true when the target can't run natively on the current
build machine.

And remove dual meaning from arm_on_x86 target. It was set for x86
targets with arm support and for arm targets with x86 support - and that
2nd one was abused for native_bridge version of RenderScript.
It's much safer and cleaner to rely on __ANDROID_NATIVE_BRIDGE__ there
while leaving arm_on_x86 to mean "x86 binary built in the image with arm
support".
It's only used by bcc compiler which is in canadian-cross situation here:
it's pure x86-64 binary, but it needs to know about ALL supported
architectures on device because it needs to include appropriate codegen
module.
