62ec5f4eb3 Updates for building art 
Add art and libnativehelper to the root Blueprints file, and
add a warning used by art to the clang unknown flags list.

3f40fa460d Add soong_build primary builder 
Initial build logic for building android with soong.  It can build
a variety of C and C++ files for arm/arm64 and host.
