5a37718c95 Convert ModuleProvder to generic providers API 
Convert all of the callers of ModuleProvider/ModuleHasProvider to use the
type-safe android.SingletonModuleProvider API.

b7b3de8307 Add test for soong/testing/test_spec. 
This CL adds test for test_spec.go and all_test_specs.go (singleton).
