Isaac Chen 2c0a180be0 Extend ALLOW_MISSING_DEPENDENCIES coverage ...

Make build system respect ALLOW_MISSING_DEPENDENCIES, when building
architecture B products, and ignore targets with dependencies that
are not available for architecture B.
