Ivan Lozano 3968d8f678 Refactor CC to prep for Rust sanitizable modules. 
Adds a PlatformSanitizable interface which both CC and Rust can
implement so that the sanitizer mutators in CC can sanitize Rust
shared/static libraries appropriately.
