Florian Mayer 7c02c0883a Use new pass manager for HWASan builds. 
Now that we have rolled to a sufficiently new clang, HWASan also works
with the new pass manager.

Bug: 135298400
Test: introduce memory safety bug and verify HWASan gets triggered.
