Evgenii Stepanov d98ccb44f2 Disable hwasan memory stats. ...

Disable a debugging feature in hwasan that seems to be causing flaky selinux
denials in the boot test:

I could not reproduce this locally, but this feature has no users and
I've verified that things keep working without it.

This does not affect any shipped product.
