Cole Faust 527dc30f42 Revert "Add BUILD_BROKEN_PYTHON_IS_PYTHON2" ...

This reverts commit b1fbc79206.

Removing the build broken flag to progress the python3 migration. It's been here for over a year and I haven't heard of any users.
