Tom Cherry eca62454e8 Revert "system-clang-format: DontAlign"

"AlignAfterOpenBracket: DontAlign" is explicitly wrong and was not
common before.

Wrong:

  int fs_mgr_do_mount(Fstab* fstab, const char* n_name, char* n_blk_device, char* tmp_mount_point,
          bool needs_checkpoint) {

Right:

  int fs_mgr_do_mount(Fstab* fstab, const char* n_name, char* n_blk_device, char* tmp_mount_point,
                      bool needs_checkpoint) {


This reverts commit a4319f7800.
Test: clang-format works correctly.
