Colin Cross f1a035e6be Pass pctx and ctx to NewRuleBuilder ...

Enable the RuleBuilder and RuleBuilderCommand methods to access
the BuilderContext by passing it to NewRuleBuilder instead of
RuleBuilder.Build.
