Add logic to preopt both archs for SDK libs

Update stale PRODUCT_SYSTEM_SERVER_JARS list since
com.android.location.provider was renamed to
com.android.location.provider.impl.

Added logic to preopt both archs for SDK libs that are also system
server JARS.
