Ying Wang bb1da5e614 Use unmodified MAKECMDGOALS in ninja.mk. ...

The build system removes targets like "PRODUCT-full-eng" from
MAKECMDGOALS in build/core/product_config.mk.
Without this change, such target isn't passed to kati.
